1. Which Google penalties were the most annoying and harmful this year?
Pure spam and unwanted sneaky mobile redirects.

3. What penalties have become less noticeable?
This is “unnatural backlinks” manual actions.

Really interesting observations, however perhaps it'd also be good to consider & cross-check the quality of content & frequency of publication on the new sites, too? Due to not having to undergo the same rigour to be approved, it may also be that the quality of content is now lower, on these new sites - so they are not appearing as readily. 

I've seen a LOT of people complaining about a lack of news ranking, yet upon investigation, much of their 'news' is copied from other sources!

Have You seen my conclusion? "Many new websites don’t meet the technical requirements and content policies of Google News."

Two cents about the frequency of publication on the new sites.
Mostly new sites have very few staff, and they can't publish a lot of news per day.

On another hand, if the site public little amount of news per day or rarely it means that it is a very small Edition so it can't have good trust on Google in the first period of time.
